WHAT IS COMMUNITY PLANNING?

Community Planning is about

  • working in partnership
  • and sharing resources
  • to deliver quality services
  • which improve the quality of life and make a difference in communities in East Ayrshire

WHAT IS THE PURPOSE OF THE COMMUNITY PLAN?

The Community Plan is the overarching strategic planning document for the delivery of public services in East Ayrshire over the 12 years from 2003 to 2015 and sets out the overall vision for the local area.

WHAT ARE THE VISION AND PRIORITY THEMES?

The Vision set out in the Community Plan is that:

“East Ayrshire will be a place with strong, vibrant communities where everyone has a good quality of life and access to opportunities, choices and high quality services which are sustainable, accessible and meet people’s needs.”

The priority themes, each of which has an associated four-year Action Plan, are:

  • Promoting Lifelong Learning
  • Delivering Community Regeneration
  • Improving Community Safety
  • Improving Health and Wellbeing.

HOW IS ACTION DELIVERED?

The key focus is on the delivery of tangible actions, which make a difference in the communities across East Ayrshire, through partnership working. Action is delivered through the four Community Plan Action Plans and the service/implementation plans of all the Partner agencies.

WHO DELIVERS ON COMMUNITY PLANNING?

The core Community Planning Partners in East Ayrshire are:

  • The Community
  • East Ayrshire Council
  • Strathclyde Police
  • NHS Ayrshire and Arran
  • Strathclyde Fire and Rescue
  • Scottish Enterprise
  • Strathclyde Partnership for Transport
  • Skills Development Scotland
  • Further and Higher Education Colleges represented by Kilmarnock College.

However, Community Planning is everybody’s business, so everyone delivers on Community Planning and contributes to delivering the Vision in some way whether through direct service delivery or by providing a support service. This includes staff in public sector organisations, and a wide range of community and voluntary organisations.

HOW DO WE WORK?

We work in partnership with the community and all relevant partners to plan and deliver high quality, local services which are accessible to all and meet people’s needs. We routinely review our policies, practices and structures to ensure that we deliver continuous improvement and best value.

COMMUNITY PLANNING AND THE SINGLE OUTCOME AGREEMENT (SOA)

In East Ayrshire, the SOA has been developed within the context of the Community Plan and is a performance management document that will allow the Community Planning Partnership to measure progress over time in making a difference in communities.

This Single document details the local Outcomes which Partners will aim to achieve by March 2011 to improve the quality of life for local people across our communities and is an Agreement between national and local government.

CONSULTATION AND ENGAGEMENT

Community Planning Partners in East Ayrshire are committed to community engagement, to listening to communities and ensuring that they are fully involved and represented in planning and decision making structures at both a strategic and a local level. Examples of our consultation and engagement mechanisms include:

  • the Community Planning Residents’ Survey - jointly commissioned to provide increased understanding of local priorities and capture local people’s views on, and satisfaction with, public service provision;
  • the representative Residents’ Panel - established to allow residents’ views to be gathered on the work of all Partners through focus groups, questionnaires and telephone interviews;
  • two Federations of Community Groups - established to ensure that the Community Planning process is informed by the views of communities across East Ayrshire; and
  • four Local Community Planning Forums - to strengthen and increase community representation in community planning decision making at a local level
  • Equalities Forum and associated Equalities Networks
  • Children and Young People’s Forum.
